Exfoliate them first (be gentle!!) then use a good moisturiser ( i like clinique dramatically different lotion.. but it can be pricey ) and let that soak in for like half an hour, and remember to keep applying lipbalm! I love the nivea lipbalm it's really good. Stay out the sun cause that can really dry up lips, or use an SPF 15 + on your lips (and face, too! Don't wanna get wrinkles) and make sure you never let them get in that state again! Carmex has always worked well for me...it doesn't cost much and you can carry it with you and apply it as often as needed.WHAT IS THE BEST LIP MOISTURIZER FOR SEVERELY DRY LIPS WITH MANY LIP LINES??
Vaseline works amazingly well. Im not kidding. Its cheap, and it works. What more can you ask for?

Hands down, Clinique Repair Wear Lip Treatment! It's very moisturizing and it specifically targets lining around the lips. It's a fabulous product!!

carmex works very well! i have to have it where ever i go. it makes lips very smooth. i use the one that comes in the tube. i like that one the best!
There is an amazing new product I have used LipTox although it is sold as a lip plumper it has healed my lips they are always moist and beautiful its made by Bee Luscious Cosmetics , its truly the very best I would recommend
