Lip balm is for moisture and protection, lip gloss is for a hint of color with shine, and lipstick is all about the color. Even if the products have added ingredients to help moisturize and/or an SPF, you should use a good balm under the color. It really doesn't matter which brand(s) you use, just make sure you use something. Lip gloss alone won't keep your lips healthy, you need that protection under it.
Don't use regular Vaseline! It doesn't do anything to heal the skin, it doesn't offer any protection against sun or wind, plus it just tastes bad. It contains Petroleum, which can actually deaden and/or discolor the outer skin.
Also make sure you drink plenty of water and have a good, balanced diet (or take a daily multi-vitamin). Water is what our skin needs to stay moisturized, so if you have a lot of salt or sugar in your diet, it actually takes moisture away from our skin (and lips.) Well you should use lip balm first and then apply lip gloss.
Lip balm is for the prevention of chapped lips so you should use it to protect your lips. Good lip balms are from Nivea. They have a huge line of lip balms. (www.nivea.com) Or you can use the original Chapstick which is good also.
After applying lip balm, you can apply your lip gloss. The there you go, protected lips that look great!

If you absolutely need to wear a lipstick, I would suggest applying a chapstick (like SoftLips) underneath, to keep your lips more supple. My favorite lipgloss that doesn't dry out your lips is VitaGloss by Bonne Bell. And it smells good too.

I use lip butters... i have like five of them with different tastes. i find them very good. the best i found are those in a small can and you apply with your finger.
Lipbalm is what you need to protect and moisturize your lips. Let me recommend a very inexpensive but very effective brand. It's called Carmex, and it comes three ways: A small white jar or pot with a yellow lid, you apply it with your finger tip, or in a yellow squeeze tube with a red screw on top or in a traditional stick with a yellow label and green top. The most expensive of the three is only $1.49, and this stuff works great. It will heal your chapped lips over night, and I apply this every night before I go to bed, and I NEVER EVER get chapped lips. Hope this helps!
i luv lip gloss. what i do in the winter is that first i apply chapstick then the lip gloss on top of that. it doesn't dry out my lips. or u can buy the moisture extreme by maybelline. the lipstick contains moisturizer and spf and u can apply a clear gloss on top of that.
Any of the above with a moisturizer and spf will work. Lipbalm is my favorite -- some of them have a nice sheen.

I would have to go say I agree 100 % with smartypantz... I would use that and also I would put Lip gloss over it. Works great!!!!
Vaseline draws out moisture. Don't use it it only gives temp relief. I use this lip balm it is called Blistex DCT (daily conditioning treatment) It is the best. Also a good tip for the cold weather if you are going to still wear lip gloss and lipstick don't use anything with a flavor to it nothing that tastes good because that will make you lick your lips more often which will cause more drying. The Blistex DCT is in a little peach bottle and its in any drug store. I got mine at Walgreens.
blistex berry balm with spf 15... its not colored, so if u want put lipstick over that.. but this stuff is great... lipgloss will damage ur lips, u need something with an spf in it.. and lipstick is actually drying... chapstick is the only way to go.. if u need shiny... put it over it.. u can wear chapstick and then lip lipgloss... so i hope this helped

Lip balm is to help keep lips moist, restore / heal cracked or chapped lips, and help prevent such from happening again.
Blistex is the best brand I have found so far, but as mentioned, plain Vaseline woks well too, although I find the Blistex works better for me personally.

lip balm is the best, in stick or a little jar, try to get one that has spf protection too........ the cheapest place will be superdrug, if you live in uk
lucas paw paw ointment is great, it works quickly to fix chapped lips n its really protective too.
Carmex in the yellow tube. Best lip moisturizer one on the market. Cost is about a dollar.
The best products for me are blisteze and calmex! you cant go wrong!
