Anything with Lanolin in it as that is absorbed as moisture into your lips, Carmex has aluminum in it and in fact truly dries your lips same with any petroleum product, bag balm is the best as its true lanolin.

Carmex always does the trick. Before I go to bed I apply
a little dab of vaseline to the lips. In the morning I have
really soft and moisturize lips.

It's not specifically made as a lip balm, but get a jar of aquaphor (or the generic equivalent). I use it during winter and it keeps my lips from chapping and cracking.
But if you want to stick with a standard lip balm, chapstick has come out with a line called ';All Naturals'; that have shea butter, vitamin e, and other emollient ingredients that are more moisturizing then there standard formula.

A friend of mine swears by Carnex. I use softlips - both available i Australia but I do not know about elsewhere...
the best is carmex hands down.
when you put it on chapped lips it stings a littel but you know it is working.
chapsticka and burts only moisturizes and makes lips soft but carmex seriously heals lips and makes them soft. if you don't like the smell though apply it and put good smelling lip balm over it like smackers.!
