Chapstick Medicated ( light blue tube) works best for me
burts bees. its all natural and it works soooo good plus it feels minty and tingly on your lips. its is the absolute best. but i also like the original blistex lip ointment. its a great lip treatment and its medicated so its good for cracked lips or cold sores. it also has a little bit of shine. a great one that isnt minty or tingly or medicated is c.o. bigelow rose lip salve. it has shine to it too so it looks like lip balm on your lips but it is VERY mousturising. its also a good nightime lip treatment. it makes youyr lips look slightly rosy since it has rose oil in it. it makes my lips very soft. i hope i helped!

*~*I *love* Burt's Bees with Pomegranate oil. It's by far the best lip balm I have ever used. It smells good, and leaves your lips feeling smooth, soft, and supple (there's a link below). You can get it at any drugstore like CVS, Walgreens, and Target. Also, put some lip balm on at night to keep your lips hydrated. HTH!!! ;) *~*
i think burt's bee is the best for dry lips, cause i bought some and it wasn't dry anymore :)

and it actually puts hydration into your lips , it heals cold chapped even blistered lips within days.
Neutrogena (the one that comes in a stick).
I've used this for about 15 years now. I've tried several others but nothing I've tried comes close to this thick balm.
For the fastest way to soft lips use a lip moisturizing cream (Neutrogena do one in a tube as do Boots) prior to using the balm.
